Trauma Registry FY27 - Sole Source

Background
The Illinois Department of Public Health (IDPH) is seeking to award a sole source contract to ESO Solutions, Inc. for the software support and maintenance of the Illinois Trauma Registry (ISTR). The ISTR serves as a repository for trauma data collected from patients who meet specific criteria, which is essential for evaluating the performance of trauma centers in Illinois and surrounding states. This contract aims to ensure the continuous operation of the ISTR, which plays a critical role in public health and safety by tracking trauma incidents and supporting trauma care improvements.

Work Details
The contract includes the following services:
1. Software support and maintenance for the ISTR, ensuring secure and accurate operation.
2. Provision of necessary future upgrades to hardware and software at no additional cost.
3. Scheduled maintenance with minimal system downtime during off-hours.
4. Continuous updates, patches, and repairs to application software components, including compliance with current coding standards like ICD-10.
5. Comprehensive technical documentation for new releases and updates.
6. Multiple support channels for users, including email support with a minimum response time of three business days and immediate phone support for critical issues.

Period of Performance
The contract is set to begin on July 1, 2026, and will end on June 30, 2027, with no options for renewal.

Place of Performance
The services will be performed primarily in Illinois as part of the IDPH's operations.

Bidder Requirements
Vendors must comply with various certifications including but not limited to: being a legal entity authorized to conduct business in Illinois; maintaining compliance with federal funding requirements; ensuring that all subcontractors meet similar certification standards; and adhering to drug-free workplace policies.
