Background
Cook County Government is seeking proposals from qualified firms to provide comprehensive language access services, including on-site, telephonic, and Video Remote Interpreting (VRI), as well as written translation services. The goal is to ensure timely, accurate, and culturally appropriate language services for Limited English Proficient (LEP) individuals in compliance with federal, state, and County requirements.
The County intends to establish a three-year agreement with two one-year renewal options to ensure continuity of services across multiple service delivery platforms.
Work Details
The selected vendor will provide the following services:
1. Interpretation Services: Qualified interpreters will facilitate communication between Cook County employees and LEP individuals through on-site, telephonic, and video interpretation. Interpreters must be trained in interpreting skills, protocols, cultural awareness, and relevant legislation. Services must be available 24/7 in languages including Spanish, Polish, Arabic, Mandarin (Simplified and Traditional), Tagalog, and American Sign Language.
2. Translation Services: Written content will be translated with attention to accuracy and cultural sensitivities. This includes brochures, vital documents, technical publications, marketing materials, websites, multimedia content, and training materials. The translation process must adhere to ISO standards and include proofreading and copy-editing.
Period of Performance
The contract will span three years with two optional one-year renewals.
Place of Performance
Services will be performed within Cook County Government facilities or remotely as required.
Bidder Requirements
Proposers must demonstrate good faith efforts to utilize MBE/WBE certified firms as subcontractors. Proposals must include an Economic Disclosure Statement and evidence of ISO certification for translation services. Additionally, proposers should provide audited financial statements for the last three fiscal years.
