TDF - FY25 PIF Cooler Mechanical Retrofit

Background
The Treatment and Detention Facility (TDF) is seeking bids for the retrofit of the cooler mechanical equipment located in the dietary unit of the TDF at 17019 County Farm Road, Rushville, Illinois. This project aims to improve energy efficiency and reduce operational costs, as the current system has been in use since 2002. The procurement is designated for Small Business Set Aside Program Vendors only.

Work Details
The vendor will provide a comprehensive retrofit of the cooler mechanical systems, which includes:

1. Provision of one 52-foot rental semi-trailer cooler and one 52-foot rental semi-trailer freezer during the project execution.
2. Extension of the exterior rack concrete housekeeping pad by approximately 2 feet towards the building.
3. Hauling of equipment and materials, including crane services for rigging.
4. Reclamation and environmentally safe disposal of refrigerants from existing systems per EPA guidelines.
5. Removal and disposal of existing refrigeration equipment.
6. Installation of new refrigeration equipment:
- Five (5) cooler mechanical systems set to a fixed temperature of 35 degrees Fahrenheit.
- Two (2) freezer mechanical systems set to -10 degrees Fahrenheit.
- Replacement of five evaporators in walk-in coolers with specified electrical requirements.
- Replacement of three evaporators in walk-in freezers with specified electrical requirements.
- Installation of a compressor pack with seven compressors tailored to the coolers' specifications.
7. Installation of new refrigeration piping, supports, insulation, and heat tracing on freezer drain lines.
8. Pressure testing and vacuuming all new field-installed refrigeration piping.
9. Startup assistance for all installed equipment and follow-up verification after 30 days post-startup.

Period of Performance
The contract will commence upon execution and is expected to be completed no later than June 30, 2025.

All work will be performed at the Treatment and Detention Facility located at 17019 County Farm Road, Rushville, Illinois.
