Strategic Plan Development

Background
The Veterans Assistance Commission of McHenry County (VACMC) is seeking qualified firms to develop a new strategic plan, as their last plan expired in 2015.
The previous plan focused on transitioning priorities from financial assistance to advocacy and support for veterans.
In light of recent legislative changes in January 2023, VACMC aims to create a Five Year Plan that aligns with its evolving responsibilities under the Illinois Public Aid Code.

Work Details
The selected firm will provide consultant services for the development of a VACMC Five Year Plan, which includes:
1. Project Agreement (May 2025): Meet with VACMC staff to discuss project schedule and negotiate roles and responsibilities.
2. Employee Forums (June 2025): Facilitate one employee-focused discussion to gather input.
3. Review Input (June/July 2025): Analyze feedback from discussions and surveys to integrate into planning sessions.
4. Planning Session (July/August 2025): Facilitate a half-day strategic planning session, potentially including interviews with Commission Members and goal development.
5. Final Document (August/September 2025): Conduct an independent review of strategic goals and develop the final Five Year Plan document.

Period of Performance
The contract will be performed over several months, starting from May 2025 through September 2025.

Place of Performance
The work will primarily take place in McHenry County, Illinois, with specific meetings and discussions scheduled at VACMC's facilities.

Bidder Requirements
Firms must demonstrate relevant experience in local government planning, provide references from at least three previous local governments for similar services, and submit a detailed proposal including qualifications, methodology, timeline, and compensation structure.
