Background
The Strategic National Stockpile (SNS) is a federally funded program aimed at ensuring the immediate distribution of critical supplies during disasters. The State of Illinois, through its Commission on Equity and Inclusion, is implementing a Business Enterprise Program (BEP) and Veterans Business Program (VBP) to promote the utilization of certified vendors owned by minorities, women, and persons with disabilities.

Work Details
The contract requires bidders to submit a Utilization Plan (U-Plan) that outlines their commitment to utilizing BEP and VBP certified vendors. The U-Plan must include:

1. A signed commitment from the bidder/offeror;
2. Participation agreements with identified subcontractors;
3. Documentation demonstrating Good Faith Efforts (GFE) to meet participation goals;
4. A detailed description of work or goods provided by BEP/VBP certified vendors, including relevant NIGP Codes.

A certain percentage of the contract value must be performed by BEP and VBP certified vendors, which must be documented in the U-Plan.

Period of Performance
The contract's performance period will be defined in the bid submission but typically includes terms for completion, renewals, change orders, or extensions as specified in the U-Plan.
