Statewide Trucking/Hauling/Courier Services

Background
The Illinois Emergency Management Agency and Office of Homeland Security (IEMA-OHS) is seeking bids for Statewide Courier/Trucking/Hauling Services. The agency's mission includes managing resources throughout Illinois, especially in emergency situations. This solicitation is part of a small business set-aside program, requiring bidders to be registered as small businesses in the State of Illinois to be eligible for an award.

Work Details
The awarded vendor(s) will provide transportation services for various commodities and equipment on an as-needed basis. The services include:

- Use of cargo/transit vans, box trucks with lift gates, power only trucks, or semi-trailers.
- Transporting resources to/from IEMA-OHS warehouses located in Rochelle and Salem, Illinois, with potential service across the state.
- Responding to shipment requests within 24 hours; emergency requests must be acknowledged within 30 minutes.
- Loading/unloading assistance as needed, with vendors responsible for all equipment necessary for this task.
- Maintaining communication regarding vehicle breakdowns or delays.
- Providing pick sheets for deliveries that must be signed at each drop-off site and referenced in invoices.
- Ensuring compliance with all applicable transportation laws and maintaining proper insurance coverage.

Period of Performance
The contract will commence upon signature by the Director of IEMA-OHS and will last until December 31, 2027. The total term of the contract, including any renewals or extensions, shall not exceed ten years.

Place of Performance
Services will primarily be performed at IEMA-OHS warehouses in Rochelle and Salem, Illinois, but may also occur at various locations throughout the State of Illinois.
