Sp Freedom Of Information Act Request Software And Maintenance

Background
The Illinois Tollway is seeking a vendor to provide a cloud-based Freedom of Information Act (FOIA) Request Management Software for a term of 24 months. The goal of this contract is to enable tracking, processing, reporting, and intake requests in compliance with industry standards. The software-as-a-service (SaaS) solution must provide functionalities comparable to Opexus or other approved vendors.

Work Details
The vendor must provide a SaaS solution that includes:
- Licenses for a minimum of 30 users;
- A web-based platform accessible via desktops, laptops, tablets, and mobile devices;
- Automated request intake with customizable forms and workflow management;
- Role-based permissions with user authentication;
- Advanced search and filtering functionalities for case management;
- Secure redaction tools for managing personal identification information (PII);
- Integration capabilities with Outlook;
- Centralized request tracking and status updates;
- Secure storage, indexing, and retrieval of FOIA records;
- Built-in analytics with real-time dashboard reporting;
- Compatibility with existing enterprise systems.

Additionally, the vendor must offer implementation support, user training, helpdesk support, data encryption in transit and at rest, audit logs, maintenance patches, and upgrades.

Period of Performance
The contract will be performed over a period of two years commencing on the last dated signature.

Place of Performance
The services will be performed at the Illinois Tollway's facilities located at 2700 Ogden Avenue, Downers Grove, Illinois 60515.

Bidder Requirements
Vendors must be authorized resellers or demonstrate capability in implementing FOIA software. They must comply with all technical and functional requirements outlined in the solicitation document. Vendors are required to submit documentation of experience deploying FOIA software for government agencies or similar organizations. Additionally, they must ensure data security in accordance with Illinois Tollway requirements.
