AT THE SOUTH WATER TREATMENT PLANT REPLACE THE EXTERIOR MEDIUM VOLTAGE SERVICE ENTRANCE RATED ELECTRICAL GEAR FEEDING THE FACILITY, REPLACE THE MEDIUM VOLTAGE MAIN DISTRIBUTION SWITCHGEAR, MEDIUM VOLTAGE HIGH SERVICE PUMP MOTOR CONTROL CENTER, 480VAC HVAC AND CHEMICAL FEED MOTOR CONTROL CENTERS, AND REPLACE SCADA CONTROL PANELS ASSOCIATED WITH SUCH IMPROVEMENTS (SCC-2). IN ADDITION, REPLACE ALL THE LIGHTING IN THE WATER TREATMENT FACILITY, INCLUDING AN ASSOCIATED LIGHTING CONTROL SYSTEM.B. AT THE NITRATE FACILITY REPLACE THE EXISTING EXTERIOR TRANSFORMERS, MOTOR CONTROL CENTER, FEED PUMP VARIABLE FREQUENCY DRIVES, AND THE SCADA CONTROL PANEL (SCC-5). IN ADDITION, REPLACE THE HVAC UNIT HEATERS TO THE FACILITY.C. AT THE RAW WATER PUMP STATION, REPLACE THE MEDIUM VOLTAGE MOTOR CONTROL CENTER WITH MEDIUM VOLTAGE VARIABLE FREQUENCY DRIVES, REPLACE EXTERIOR LOW VOLTAGE TRANSFORMERS, REPLACE THE 480VAC MOTOR CONTROL CENTER, AND UPGRADE THE SCADA CONTROL PANELS (SCC-10, SCC-11).
Background
The City of Decatur, Illinois, is issuing a solicitation for electrical improvements at the South Water Treatment Plant, Nitrate Facility, and Raw Water Pump Station. This project is part of the City Project 2022-18 and is funded in part by a loan from the Illinois Environmental Protection Agency (IEPA). The goal of the contract is to enhance the electrical infrastructure to ensure efficient operation and compliance with safety standards.
Work Details
The project includes the following specific improvements:
A. At the South Water Treatment Plant:
1. Replace the exterior medium voltage service entrance rated electrical gear feeding the facility.
2. Replace the medium voltage main distribution switchgear.
3. Replace the medium voltage high service pump motor control center.
4. Replace 480VAC HVAC and chemical feed motor control centers.
5. Replace SCADA control panels associated with these improvements (SCC-2).
6. Replace all lighting in the water treatment facility, including an associated lighting control system.
B. At the Nitrate Facility:
1. Replace existing exterior transformers, motor control center, feed pump variable frequency drives, and SCADA control panel (SCC-5).
2. Replace HVAC unit heaters for the facility.
C. At the Raw Water Pump Station:
1. Replace medium voltage motor control center with medium voltage variable frequency drives.
2. Replace exterior low voltage transformers and replace the 480VAC motor control center.
3. Upgrade SCADA control panels (SCC-10, SCC-11).
Period of Performance
The contract work is expected to be performed until March 26, 2025.
Place of Performance
The work will be conducted at three locations within Decatur, Illinois: South Water Treatment Plant, Nitrate Facility, and Raw Water Pump Station.
