Description

DoIT, in agreement with the Chief Procurement Officer for General Services (CPO-GS), desires to establish a JPMC sole economically feasible source with IBM for an Enterprise License Agreement (ELA) that will be available to all governmental units and/or qualified not-for-profit agencies. See attachment for details. The hearing will be canceled unless an interested party submits written comments or makes a written request for public hearing by Friday, 6-13-25 at 4 p.m. to the Info Contact above.
Background
The Illinois Department of Innovation and Technology (DoIT) is seeking to establish a Joint Purchase Master Contract with IBM for an Enterprise License Agreement (ELA). This contract aims to provide essential software, maintenance, support, and licensing services for the State's IBM mainframe and distributed computing environment. The ELA has been a sole source for the last 15 years and will continue as DoIT explores cloud solutions. The contract is intended to benefit all governmental units and qualified not-for-profit agencies in Illinois.

Work Details
The contract will cover the following services and products:
- Maintenance
- Support
- Release protection
- Cyber-security licensing
- Software as a Service (SAAS)
- Additional licenses for the State's IBM mainframe and distributed computing environment.

The ELA allows the state to acquire various IBM software products including but not limited to DB2, ECM, Websphere, CICS, IMS, z/OS, z/VM, Storage Spectrum, QRadar, CloudPaks among others. The estimated value of this contract is $165 million over three years.

Period of Performance
The contract is set to begin on June 30, 2025, and will end on June 29, 2028. There are no potential renewals planned.

Place of Performance
The services will be performed within the State of Illinois.

Bidder Requirements
This is a sole source procurement; therefore, no competitive bidding process will be conducted. The vendor must be International Business Machines Corporation (IBM), as they are the only provider of the required licenses and support for the specified software products.
