Sole Source IBM ELA FY25

Background
The Illinois Department of Innovation and Technology (DoIT) intends to award a sole source contract to IBM for an Enterprise License Agreement (ELA) for the acquisition of maintenance, support, release protection, distributed computing software, cyber-security licensing, SAAS, and additional licenses for the State's IBM mainframe and distributed computing environment. The contract is estimated to have an initial term value of $55,000,000 and is a new sole economically feasible source.

Work Details
The contract aims to establish a one-year Agency Specific Master Contract with IBM for an Enterprise License Agreement (ELA) that provides the ability to acquire maintenance, support, release protection, distributed computing software, cyber-security licensing, SAAS (software as a service), and other additional licenses for the State's IBM mainframe and distributed computing environment. The ELA allows DoIT to obtain maintenance and support, release protection for IBM products currently installed, and to expand the usage of products at a lower price compared to purchasing them separately. The ELA includes various IBM products such as DB2, ECM, Websphere, CICS, IMS, z/OS,z/VM, Storage Spectrum, QRadar, CloudPaks, analytics,
artificial intelligence,
automation,
cloud computing,
IT infrastructure management,
mobile technology security software development
and other business needs.

Period of Performance
The estimated contract begin date is July 1st, 2024 and the end date is June 30th, 2025. There are no potential renewals specified.

Place of Performance
The performance will be in Illinois.
