Sole Economically Feasible Source- Integrated Eligibility System Vendor

Background
The Illinois Integrated Eligibility System (IES) is a joint venture operated by the Department of Healthcare and Family Services (HFS) and the Department of Human Services (DHS). Its mission is to determine eligibility for various benefit programs, including Medicaid, SNAP, and TANF. The goal of this contract is to continue providing essential Design, Development, and Implementation (DDI) services through Deloitte Consulting LLP while a competitive procurement process is underway.

Work Details
The contract will enable HFS and DHS to execute proposed task orders with Deloitte on critical system projects. These task orders will facilitate upgrades to maintain operations, ensure compliance with federal requirements, manage data efficiently, and provide necessary technology modernization. Specific task orders include:
- TO001: Maintenance and Operations
- TO003: SNET (hosting of Atlassian products)
- TO004: DHS Ticket Support
- TO006: Security Scanning and Remediation
- TO007: IMPACT
- TO014: Medicaid M&O Ticket Support
- TO017: Security - ARC-AMPE compliance
- TO018: Security - IES Web services and API Gateway
- TO019: Eligibility Tables Data Purge & Archival. Proposed future task orders include upgrades for real-time PDF generation, application interface externalization, database partitioning improvements, technology modernization efforts, and transition services support.

Period of Performance
The estimated contract will begin on October 15, 2025, and end on October 14, 2026. There are no potential renewals planned.

Place of Performance
The services will be performed in Illinois as part of the ongoing operations of the Integrated Eligibility System.

Bidder Requirements
This contract includes a 15% goal for participation by businesses owned and controlled by minorities, women, and persons with disabilities to comply with BEP regulations.
