Background
The City of East St. Louis is issuing a contract for the excavation and replacement of a sewer service lateral at 7114 Church Street. This project aims to address the immediate hazard posed by a damaged sewer lateral, which has been deemed unsafe and a risk to public health and safety. The contractor will be required to secure necessary permits from the City’s Regulatory Affairs Department and the Environmental Protection Agency before commencing work.

Work Details
The contractor shall perform the following tasks:

1. Excavate and remove the existing sewer lateral from the connection at the main to within 5 feet of the building wall.

2. Replace the damaged lateral with new PVC SDR 35 pipe, ensuring proper backfilling with excavated soil that is lightly compacted.

3. Determine actual dimensions, layout, and conduct testing as required.

4. Contact local utility companies to verify underground facilities before excavation and obtain necessary dig numbers as per Illinois state law.

5. Provide all necessary labor, materials, equipment, barricades, and traffic control measures in compliance with IDOT standards.

6. Legally dispose of all materials collected during work at their own expense.

7. Coordinate with the City Fire Marshall for access to fire hydrants for water usage during construction.

8. Adhere to Illinois Prevailing Wage laws throughout the project.

Period of Performance
The contractor is expected to mobilize immediately upon award of the contract and commence construction operations within 24 hours of receiving notice to proceed. Work hours are specified as Monday through Friday from 8:00 AM to 4:30 PM, excluding weekends and holidays unless prior written approval is obtained.
