Background
Cook County Government is seeking proposals from qualified firms to conduct a security study aimed at determining whether elected officials and executive-level staff who require security detail or drivers qualify for tax exemption status. The County intends to enter into a three-year agreement with two one-year renewal options with the successful proposer. Cook County, governed by a 17-member Board of Commissioners, is one of the largest metropolitan areas in the United States, responsible for public safety, health services, and property taxation.
Work Details
The scope of work includes conducting a threat assessment to document legitimate security threats for the Cook County President, Chief Judge, their family members, other elected officials, or county employees. This involves evaluating historical threats, geographic risks, public visibility, travel patterns, workplace threats, and documenting the likelihood and impact of potential threats.
The contractor will also evaluate current security measures and recommend enhancements such as protection details, residential security systems, workplace security protocols, and transportation security measures. A written report must be provided to the County and retained for a minimum of seven years. The contractor must implement security recommendations aligned with documented needs and maintain documentation of implementation costs.
Period of Performance
The contract will be performed over three years with two optional one-year renewals.

Bidder Requirements
The firm must have been operating for at least five years performing security studies. The individual completing the Security Study Report must have at least ten years of experience in issuing such reports and federal experience. Proposers are encouraged to utilize MBE/WBE certified firms as subcontractors.
