Background
The Illinois State Board of Education (ISBE) is seeking an Offeror to provide training and development for educators to effectively manage students exhibiting challenging behaviors. This initiative aims to reduce the use of Restraint, Time Out, and Isolated Time Out (RTO) practices. It aligns with ISBE's mission to create safe and welcoming learning environments as outlined in Public Act 102-0339 and the Illinois Administrative Code.
Work Details
The selected Offeror will be responsible for:
1. Developing a learning management system and website for external training.
2. Creating engaging online professional learning modules covering at least 8 hours of training on topics such as crisis de-escalation, restorative practices, trauma-informed practices, behavior management, and Illinois regulations related to RTO.
3. Maintaining Virtual Communities of Practice for each professional learning area.
4. Scheduling and hosting 15 in-person workshops and 5 virtual workshops across Illinois to support local RTO policy development.
5. Supporting schools with findings of noncompliance with ISBE regulations through individualized assistance plans.
6. Collaborating with other statewide projects by participating in conferences and outreach efforts.
7. Developing a continuous improvement plan that includes quarterly progress reports, data reviews, service evaluations, adaptation to legal changes, and identifying additional training needs.
Period of Performance
The contract will commence on July 1, 2026, and will end on June 30, 2029.
Place of Performance
The services will be performed throughout the state of Illinois.
Bidder Requirements
Offerors must demonstrate at least three years of experience in developing online professional learning programs grounded in adult learning theory. They must also have the capacity to develop a learning management system and conduct workshops across Illinois while providing technical assistance as needed.
