SBE: Statewide Training and Development for Restraint, Time Out, and Isolated Time Out Practices

Background
The Illinois State Board of Education (ISBE) is seeking an Offeror to provide training and development tools for educators. The goal is to equip educators with effective strategies to manage students exhibiting challenging behaviors, thereby reducing the reliance on Restraint Time Out (RTO) practices. This initiative aligns with ISBE's mission to ensure a safe and supportive learning environment for all students.

Work Details
The contractor will provide comprehensive training programs focused on Restraint, Time Out, and Isolated Time Out practices. This includes:
- Development of training materials tailored for educators.
- Conducting workshops and seminars that educate staff on effective behavior management techniques.
- Providing ongoing support and resources to educators post-training to ensure the implementation of learned strategies.
- Evaluating the effectiveness of training sessions through feedback and assessments.

Period of Performance
The contract will be performed over a period of 12 months from the date of award, with potential extensions based on performance and funding availability.

Place of Performance
Training sessions will be conducted at various educational institutions across the State of Illinois as determined by ISBE.

Bidder Requirements
Bidders must be certified under the Business Enterprise Program (BEP) or Veterans Business Program (VBP). They are required to submit a Utilization Plan demonstrating their commitment to utilizing BEP/VBP certified vendors for at least 30% of the contract value. Additionally, bidders must comply with all state regulations regarding minority, women, and persons with disabilities participation.
