Background
The Illinois State Board of Education Software Solutions Department seeks a Bidder to provide one senior business analyst and one senior software developer to develop and maintain the web-based Special Education Approval and Reimbursement System (SEARS), Special Education Database Systems (SEDS), IEP - Student Tracking and Reporting (I-Star) System, and related agency projects.

Work Details
The work involves developing and maintaining the web-based Special Education Approval and Reimbursement System (SEARS), Special Education Database Systems (SEDS), IEP - Student Tracking and Reporting (I-Star) System, and related agency projects.
The bidder/offeror must submit a Utilization Plan (U-Plan) as part of its bid or offer in accordance with the requirements of the Business Enterprise Program (BEP) and/or Veterans Business Program (VBP). The U-Plan consists of four parts: Bidder/Offeror Signed Commitment, Subcontractor Participation Agreement(s), Good Faith Effort (GFE) Action Checklist, Contact Log, and Supporting Documentation, and U-Plan Terms and Conditions.
