SBE: Employee Engagement Survey

Background
The Illinois State Board of Education (ISBE) is seeking proposals from qualified vendors to assist in designing and implementing an employee engagement survey. The goal of this survey is to measure employee engagement, attitudes, perceptions, and commitment levels towards the organization, leadership, their roles, and the customers they serve. The results will enhance capacity and provide internal coaching to help employees advance within the agency.

This is the first time ISBE has requested these specific services and aims to secure a vendor that prioritizes anonymity, inclusivity, and relevance in the survey process.

Work Details
The selected vendor will be responsible for creating an employee feedback survey for 500 ISBE employees, assisting in administering the survey, analyzing responses, benchmarking data, and helping ISBE leadership evaluate the results. Key deliverables include:
- Customized employee feedback aligned with ISBE’s strategic goals.
- A database to hold survey data.
- Post-survey analysis of each question response and overall survey results.
- Dissemination of analysis to management.
- Follow-up action planning based on results.
- Professional development for leadership based on findings.

The project timeline includes:
- Survey Construction: March 2025
- Survey Launch: March 2025
- Survey Close – Reporting: April 2025
- Debriefing and Action Planning: April-June 2025

Additionally, there will be ongoing professional development training based on results from July 2025 through December 2027.

Period of Performance
The contract will commence upon execution and end on June 30, 2028. The initial services must be completed by June 30, 2025.

Place of Performance
The services will be performed at various locations where ISBE employees are situated across Illinois.
