Background
The Graham Correctional Center, part of the Illinois Department of Corrections, is seeking a responsible vendor to upgrade its Sallyport Gate Systems. The purpose of this contract is to ensure safe, secure, and efficient operation of the Sally Port Gates, which serve as the primary controlled access point for the facility. The existing gates have exceeded their useful life cycle and require replacement and upgrades.
Work Details
The project involves the complete removal and replacement of all faulty or outdated components associated with the inner and outer Sally Port Gates, including mechanical, hydraulic, and electrical systems. Specific tasks include:
1) Removal and disposal of outdated components such as rolling gate mechanisms, gate motors, hydraulic pumps and hoses, electrical switches, wiring, panels, gate tracks, rollers, and any defective gate structures.
2) Installation of new equipment including new Sally Port Gates (inner and outer), rolling mechanisms and gate motors, hydraulic pumps and hoses, electrical wiring and control switches.
3) Upgrades to control systems including replacement or enhancement of control panels in the control tower and integration of modernized control systems.
4) Complete operational testing of both gates after installation to confirm functionality and safety compliance.
5) Provide training for facility staff on use and maintenance of new systems.
Period of Performance
The contract will commence upon the last dated signature of the parties and will end on June 30, 2026. The maximum total term of the contract shall not exceed ten years.

Bidder Requirements
Vendors must comply with Standard Illinois Certifications throughout the contract term. This includes certifications regarding prevailing wage compliance, legal entity status in Illinois, drug-free workplace policies if applicable, non-participation in international boycotts, compliance with environmental laws, among others. Vendors must also provide proof of insurance coverage including general liability and worker's compensation.
