Description
Background
The Board of Education of the City of Chicago, also known as Chicago Public Schools (CPS), is seeking to implement the Safe Passage program aimed at providing safe routes for students to enhance attendance, reduce violent incidents, and improve student perception of safety while traveling to and from school.
The program will be tailored to each school's community, considering factors such as transportation modes, arrival and dismissal times, and student residences. The initiative requires collaboration with various public agencies and community organizations.
Work Details
The awarded Respondent(s) will provide Safe Passage Services which include deploying Community Watchers along designated safety routes to supervise students during arrival and dismissal times. Responsibilities include:
- Reporting to assigned posts
- Monitoring high-risk areas for suspicious behavior
- Collaborating with local law enforcement
- Submitting daily electronic incident reports detailing incidents and potential conflicts
- Wearing identifiable uniforms.
Additionally, during summer months, Community Watchers will be deployed near CPS summer programs. Home Safety Checkers may also be hired to check on students who have been absent for extended periods. The Respondent must describe their strategy for implementing these services effectively.
Period of Performance
The contract will commence on September 1, 2026, and end on August 31, 2028. There is an option for renewal for two successive periods of two years each.
Place of Performance
Services will be performed in various communities throughout Chicago as designated by the Board of Education.
Bidder Requirements
Respondents must comply with MBE/WBE participation requirements as outlined in the Board’s Remedial Program for Minority and Women-Owned Business Enterprise Participation in Goods and Services Contracts. They must also provide evidence of appropriate licenses to operate in Illinois and adhere to insurance requirements specified in the RFQ.
