RFQ for Commissioning Authority, Building Performance and Sustainability Analysis Services for Various Sites

Background
The Cook County Department of Capital Planning & Policy (DCPP) is seeking qualifications from firms to provide comprehensive Commissioning Authority (CxA) Services and Building Performance and Sustainability Analysis Services for various public capital projects throughout Cook County. The goal is to ensure the proper function of systems, optimize energy and water efficiency, and support the achievement of Cook County Green Building Standards. The selected firms will be engaged on a Task Order basis contingent upon specific project requirements.

Work Details
The services required under this RFQ include:

1) Commissioning Authority (CxA) Services, which involve ensuring the proper function of systems and optimizing energy and water efficiency in design and building performance. This includes commissioning, re-commissioning, or retro-commissioning projects that may require third-party certification such as LEED or Energy Star.

2) Building Performance and Sustainability Analysis Services, which include quantifying and analyzing building performance in areas of water, energy, and greenhouse gas reduction. The selected firm(s) will be responsible for all phases of the project including pre-design, design, construction, closeout, post-occupancy evaluations, warranty services, and systems evaluation as defined in individual Task Orders.

Period of Performance
The expected term of the contract is five (5) years with two (2) one-year renewal options at the discretion of the Director of DCPP.

Place of Performance
Services will be performed at various public agency facilities throughout Cook County.

Bidder Requirements
Firms must demonstrate qualifications in all aspects of commissioning services and possess relevant certifications such as those from the Building Commissioning Association or equivalent. Key personnel must have a minimum of ten years' experience in their respective fields. The firm must also comply with Cook County's MBE/WBE participation goals of 21%.
