RFP-Learning Management System

Background
The Illinois Housing Authority (IL THA) is seeking proposals for a Learning Management System (LMS) to enhance training capabilities.
The goal of this contract is to procure a comprehensive LMS that includes training, implementation, installation, support, maintenance, and third-party licensing services.
This initiative aligns with the agency's mission to improve educational resources and accessibility for its stakeholders.

Work Details
The contractor will provide the following services and products:
1. A Learning Management System (LMS) that meets the specifications outlined in the solicitation.
2. Training for staff on how to use the LMS effectively.
3. Implementation and installation of the LMS within the agency's existing infrastructure.
4. Ongoing support and maintenance services to ensure the LMS operates smoothly post-implementation.
5. Third-party licensing services as required for software integration or additional functionalities.

Period of Performance
The contract will be performed over a period of 12 months from the date of award, with options for renewal based on performance and funding availability.

Place of Performance
The services will be performed at various locations managed by the Illinois Housing Authority across the state of Illinois.

Bidder Requirements
Bidders must comply with the Business Enterprise Program (BEP) and Veterans Business Program (VBP) requirements, including submitting a Utilization Plan that outlines commitments to utilize certified vendors.
Bidders must also demonstrate Good Faith Efforts if unable to meet participation goals set forth in the solicitation.
