Background
The Whiteside County Highway Department (WCHD) is seeking proposals for Geographic Information Systems (GIS) Services aimed at developing a GIS-based asset management portal. This initiative is intended to enhance the WCHD's ability to make data-driven decisions regarding the maintenance and replacement of highway assets. It will transition from outdated methods of managing asset inventories to a more integrated and efficient system.
Work Details
The selected consultant will be responsible for:
1. Data Collection:
- Collecting new asset inventories of cross-road culverts and roadside assets, including guardrails, pavement markings, and traffic signs.
- Utilizing high-accuracy GNSS equipment for culvert data collection and sub-meter accuracy for other assets.
- Accessing existing data from SimpleSigns software for sign inventory.
2. Asset Management Portal Development:
- Creating an interactive highway asset management portal with web maps, editing apps, and dashboards.
- Configuring user access and security settings within the portal.
- Ensuring the system is user-friendly for both mobile devices and desktop browsers, with capabilities for future GIS layer additions.
3. Mobile GIS Implementation:
- Advising on equipment and software purchases necessary for maintaining up-to-date inventories.
- Setting up workflows for asset collection and inspections in a mobile GIS environment.
Deliverables include a complete GIS portal, onsite training, a project report summarizing tasks, and training materials.
Period of Performance
The contract period will commence upon award notification on March 22, 2026, with specific timelines outlined in the RFP including proposal submission by January 23, 2026.
Place of Performance
The services will be performed at the Whiteside County Highway Department located at 18819 Lincoln Road (U.S. 30), Morrison, IL 61270.
Bidder Requirements
Bidders must be eligible to conduct business in Illinois and have a minimum of ten years of relevant experience. They must demonstrate successful completion of at least three similar projects and have project managers with at least five years of experience holding a current professional GISP certification. All project work must be overseen by an Illinois licensed professional engineer.
