RFB 25-118 Demolition

Background
The City of East St. Louis is seeking bids for the demolition and removal of six condemned structures as part of its urban renewal efforts. The city operates under a City Council-Manager form of government, with a mission to maintain and improve the quality of life for its residents through effective governance and public services. This contract aims to enhance public safety and aesthetics by removing unsafe buildings.

Work Details
The contractor will be responsible for demolishing and removing the following six condemned structures:

- 413 N. 25th Street
- 1406 N. 447th Street
- W 1440 N. 447th Street
- 1740 N. 40th Street
- 1867 N. 428th Street
- 846 N. 76th Street.

The contractor must secure necessary permits from the City’s Regulatory Affairs Department and comply with the International Building Code and Environmental Protection Agency regulations. The scope includes clearing debris, removing trees, stumps, shrubbery, retaining walls, fences, sidewalks, footings, foundations, and ensuring proper grading for drainage. The site must be seeded with tall fescue grass seed post-demolition. Additionally, the contractor is responsible for dust control and dewatering as needed.

Period of Performance
The contract work is expected to commence immediately upon award and must be completed within twenty-one (21) business days from notification to proceed.

Place of Performance
The work will take place at specified locations within the City of East St. Louis.

Bidder Requirements
Bidders must provide proof of commercial general liability insurance, a disclosure affidavit, vendor information request form, W9 form, and a list of subcontractors if applicable. A bid deposit of five percent (5%) is required for bids exceeding $10,000. Additionally, bidders are encouraged to include certified Minority Business Enterprises (MBEs), Women Business Enterprises (WBEs), or Section 3 qualified enterprises in their proposals.
