Request for Proposal for Crestwood Place Property Management Services

Background
The Village of Northbrook, a home rule municipality in Illinois, is seeking proposals for property management services for the Crestwood Senior Apartments (Crestwood Place). This initiative aims to secure a new five-year contract for management services and establish fixed management fees. The Village operates under a Council/Manager form of government and owns the Crestwood Senior Apartments, which provides affordable housing for qualifying senior citizens. The existing management agreement with Realty & Mortgage Company will expire on October 31, 2025.

Work Details
The contractor will provide full-service management services for Crestwood Place Apartments, including but not limited to:

- Compliance with all applicable laws;
- Preparation and submission of an annual operating budget by December 10;
- Management of rent collection and lease agreements;
- Oversight of day-to-day operations;
- Enforcement of leases;
- Maintenance and repair management;
- Utility management;
- Hiring and managing personnel with prior approval from the Village Manager;
- Maintaining financial records with monthly summaries provided to the Village;
- Attendance at quarterly Senior Housing Commission meetings.

Period of Performance
The contract will commence on November 1, 2025, and will run until October 31, 2030.

Place of Performance
Crestwood Place Apartments, located at 1000 Waukegan Avenue, Northbrook, Illinois.

Bidder Requirements
Bidders must demonstrate their qualifications to provide property management services. They are required to submit a list of subcontractors if applicable. The contractor must comply with all local ordinances and state laws. The proposal must include evidence of necessary licenses to operate in Illinois and any pending or previous litigation related to service quality or fee disputes.
