Request for Bids for Leak Detection Services

Background
The Village of Northbrook is seeking sealed bids for water system leak detection services, which include annual system-wide leak detection surveys and emergency leak detection services.
The Village's water distribution system consists of 12,500 service connections and over 220 miles of water main, with the goal of maintaining the integrity and efficiency of its water supply sourced from Lake Michigan.

Work Details
The contractor will provide full system leak detection surveys annually and emergency leak detection services as needed.
Specific tasks include: conducting surveys to identify leaks using electronic listening equipment, maintaining records of findings including locations and types of leaks, submitting a 'Leak Location Form' for each identified leak, and preparing a comprehensive final report detailing the survey results.
The contractor must also ensure that all work complies with specified performance standards and quality requirements outlined in the contract.

Period of Performance
The contract will commence on or about July 8, 2025, and will expire on December 31, 2027.
Deliverables are due within thirty (30) days following the completion of services each year.

Place of Performance
The services will be performed within the geographic boundaries of the Village of Northbrook, Illinois.

Bidder Requirements
Bidders must demonstrate qualifications to provide the required services, including prior municipal experience and compliance with specifications.
Additionally, contractors must provide proof of insurance coverage as specified in Attachment D, including worker’s compensation, general liability, motor vehicle liability, and an umbrella policy naming the Village as an additional insured.
