RENEWAL/CHANGE ORDER NOTICE: Distributed Energy Resource Valuation Consultant

Background
The Illinois Commerce Commission (ICC) is responsible for overseeing the state's utilities and ensuring fair practices. The agency's mission includes conducting investigations into the value and compensation for distributed energy resources (DER) as mandated by Section 16-107.6(e) of the Illinois Public Utilities Act, enacted as part of the Climate and Equitable Jobs Act (CEJA) signed into law by Governor Pritzker on September 15, 2021.

This contract aims to engage a consultant to assist in this investigation.

Work Details
The contract involves technical consulting services provided by Energy and Environmental Economics, Inc. to investigate the value of, and compensation for, distributed energy resources (DER). The consultant will assist ICC staff in preparing testimony, discovery requests or responses, reports, draft rules, draft policies, draft procedures, legal briefings, compliance filing reviews and responses, or other documents related to the investigation.

The change order is necessary due to unforeseen delays in the approval of electric utility integrated grid plans that have complicated the development of a compensation mechanism for DER.

Period of Performance
The renewal period for this contract begins on March 31, 2025, and ends on November 15, 2027.

Place of Performance
The services will be performed within the state of Illinois.
