Background
Harper College, located in Palatine, Illinois, is one of 49 community colleges in the state and serves approximately 29,000 students annually. The college employs around 1,300 staff members and is seeking proposals for insurance brokerage services to manage a comprehensive insurance benefit program for its approximately 750 benefit-eligible employees. This includes various unions and non-union groups. The goal of this contract is to provide professional insurance broker services that enhance the college's employee benefits offerings.
Work Details
The selected contractor will provide a range of services including:
- Serving as a designated insurance broker and advisor
- Assisting in the administration of group insurance plans
- Facilitating open enrollment
- Reviewing providers and claims experience
- Developing negotiation strategies with providers
- Assisting with communications regarding new plans or changes
- Developing long-range employee benefit goals
- Recommending alternative benefit designs
- Researching legislative compliance issues
- Providing ongoing updates on state and federal legislation
- Managing renewals and analyzing underwriter quotations
- Reviewing contracts for accuracy
- Providing exceptional customer service
- Establishing self-funded insurance structures
- Ensuring full disclosure of commissions per line of insurance.
The contract will cover various benefit programs including Medical, Dental, Vision, Life Insurance, Accidental Death/Disability, Long Term Disability, Short Term Disability, Enrollment Assistance, Identity Protection, Home/Auto Discounts, Pet Insurance, Flexible Spending Accounts, Health Savings Accounts, Employee Assistance Program, and Section 125 plan document maintenance.
Period of Performance
The initial term of the contract is three (3) years with the possibility of two (2) additional one-year renewal options based on satisfactory performance and mutual agreement.
Place of Performance
Services will be performed at Harper College's main campus located at 1200 W. Algonquin Road, Palatine, Illinois.
Bidder Requirements
Bidders must have a minimum of five (5) years of experience providing brokerage and consulting services for public-sector or higher education clients. They must demonstrate experience with fully insured group benefit programs for organizations with over 500 employees. Bidders are required to have a dedicated service team that includes at least one licensed broker and compliance specialist. Proof of financial stability and Errors & Omissions insurance with limits of at least $2 million per occurrence is necessary. Additionally, bidders must possess valid Illinois licensure for all applicable roles.
