PO25-041, Statewide Fingerprinting Services TP

Background
The Illinois Department of Children and Family Services (DCFS) is issuing this solicitation to establish a five-year master contract for fingerprinting and photographic identification services.
The goal is to secure reliable services for conducting background checks through live scan and ink fingerprinting, as well as providing photo identification on an as-needed basis during the contract period.

Work Details
The Vendor shall provide non-criminal photographic identification and fingerprinting services to DCFS and its Child Welfare Contributing Agencies (CWCAs) statewide.
Key requirements include:
1. Availability of services Monday through Saturday, from 7:00 a.m. to 6:00 p.m., excluding recognized State and Federal holidays.
2. Services must be requested by the Agency with a response time of 1-5 days, or within 24 hours for expedited requests.
3. Submission of fingerprints and photographs to the Illinois State Police (ISP) within 24 hours.
4. Services provided at the Vendor's location, on-site at approved buildings, or within 50 miles for other counties.
5. The Vendor must maintain necessary equipment for transmitting fingerprints and photographic identifications.
6. Compliance with ISP standards for submission of fingerprints and photographs.
7. The Vendor must ensure confidentiality and proper handling of sensitive information in accordance with applicable laws.

Period of Performance
The contract will have an initial term of five years, with no option to renew.
The total term, including any extensions, will not exceed ten years.

Place of Performance
The services will be performed statewide in Illinois.
