Pavement Marking Program

Background
The City of Elgin, Illinois, is issuing an Invitation to Bid for a Pavement Marking Program aimed at enhancing road safety and visibility throughout the city. The program involves the application of paint and thermoplastic pavement markings on various streets, intersections, and school crosswalks. This initiative aligns with the city's commitment to maintaining safe transportation infrastructure.

Work Details
The scope of work includes:
1. Placement of paint pavement markings including letters and symbols (24,681 SQ FT).
2. Application of 4-inch wide paint lines (907,421 LF).
3. Application of 6-inch wide paint lines (153,682 LF).
4. Application of 8-inch wide paint lines (4,545 LF).
5. Application of 12-inch wide paint lines (33,069 LF).
6. Application of 24-inch wide paint lines (19,170 LF).
7. Removal of existing pavement markings (4,473 SQ FT).
8. Placement of thermoplastic pavement markings including letters and symbols (711.4 SQ FT) and various line widths (4", 6", 12", and 24").
9. Traffic control measures as specified in the bid documents.

Period of Performance
The contract work is expected to commence no later than May 4, 2026, with a completion deadline set for October 16, 2026.

Place of Performance
The work will be performed on various streets and intersections throughout the City of Elgin, Illinois.

Bidder Requirements
Bidders must submit a Bid Bond or certified check equal to at least 5% of the bid amount. The successful bidder must provide a satisfactory contract bond covering the full amount from a surety company authorized to do business in Illinois. Compliance with the City’s Residency and Responsible Bidder’s Ordinances is required. Bidders are also required to pay prevailing wages and submit certified payrolls for all laborers employed during the project.
