Pavement Condition Assessment and Report

Work Requested:
The City of Crystal Lake, Illinois is seeking a qualified consulting firm to perform a comprehensive pavement condition analysis of all City-owned roads. The scope of work includes:

• Conducting a pavement condition assessment for approximately 170 centerline miles and 320 lane miles of roadway within the City.
• Generating a Pavement Condition Index (PCI) summary for all assessed roads.
• Producing a detailed report that will enable the City to prioritize, budget, and schedule future street construction projects.

This solicitation is issued by the City of Crystal Lake, Illinois.

Background:
The City's pavement condition database was originally established in 2021 using PAVER software. Since then, the City's GIS road segment map has been updated to reflect new road sectioning, revised sampling limits, and the addition of new road segments. The original assessment and database will be provided to the selected consultant for reference. However, due to the changes in the segment map, it is anticipated that a new database will need to be created.

Contract Requirements:
The selected consultant must:

• Utilize the updated GIS road segment map for the assessment.
• Reference the original 2021 assessment and database as needed.
• Create a new pavement condition database aligned with the current road segment map.
