NVP DCH0000136 Medicaid Enterprise Systems Pharmacy Benefit Services

Background
The State of Georgia, in collaboration with the NASPO ValuePoint cooperative purchasing organization, has issued a Request for Proposals (RFP) for Medicaid Enterprise Systems Pharmacy Benefit Services. The Illinois Healthcare and Family Services (HFS) is participating in this contract on a non-mandatory basis.

The purpose of this RFP is to establish Master Agreements with qualified Offerors to provide services related to Pharmacy Benefit Services for all Participating Entities, aiming to achieve better pricing through collective purchasing power.

Work Details
The contract will provide Medicaid Enterprise Systems Pharmacy Benefit Services, which includes but is not limited to the management and administration of pharmacy benefits for Medicaid programs across various state and local government entities.

The Master Agreement will be available to state governments, institutions of higher education, political subdivisions such as school districts and counties, and other eligible entities. The initial term of the Master Agreement is one year, with an option for nine additional one-year renewals at the discretion of the Lead State. Vendors are required to submit annual certifications confirming compliance with the RFP's minimum requirements and technical specifications.

Period of Performance

Place of Performance
The services will be provided across various Participating Entities in the states involved, including Illinois and Georgia.

Bidder Requirements
Vendors must comply with mandatory minimum requirements as outlined in the RFP. Registration in the Illinois Procurement Gateway and BidBuy is required before executing a participating agreement with the State of Illinois. Vendors may also need to meet goals set by the Illinois Business Enterprise Program and contracting goals with Illinois small businesses.
