North Point Marina - Sole Source

Background
The Illinois Department of Natural Resources is seeking to award a sole source contract to North Point SMI Westrec, LLC for the management and operation of North Point Marina (NPM) located in Winthrop Harbor, Illinois.

The marina, which opened in 1989, is the largest on the Great Lakes, covering 77 acres and offering 1,477 floating slips. The contract aims to ensure continued operation and management of the marina's facilities and services while addressing operational needs such as dredging due to sediment buildup.

Work Details
North Point SMI Westrec, LLC will be responsible for the operation, management, and marketing of North Point Marina. Specific services include:
- Managing slip rentals (both seasonal and daily)
- Renting boats, jet skis, and paddle boats
- Offering recreational activities
- Selling fishing and hunting licenses
- Providing native Illinois firewood.

Additionally, the vendor will winterize the marina by performing tasks such as securing electrical systems, removing seasonal items from bathhouses and docks, cleaning facilities, and preparing the marina for spring operations.

Period of Performance
The contract is set to begin on November 1, 2025, and will end on October 31, 2026. There are no potential renewals.
