Municipal Enterprise Resource Planning (ERP) Selection & Advisory Consultant

Background
The City of Danville, Illinois, is undertaking an ERP modernization effort to replace its outdated and unsupported software solution with a modern, integrated ERP system. This initiative aims to enhance financial data management, budgeting, tracking, reporting, and analytics. The current ERP solution has become obsolete and incurs increasing recurring costs.

Work Details
The consultant will provide services including:
- Needs Assessment
- Software RFI/P Development
- Vendor Evaluation & Selection
- Contract Negotiations
- Software Implementation On-Call Support.

Specific tasks include reviewing and enhancing existing business processes, improving the Chart of Accounts (COA), engaging stakeholders for future solutions, soliciting proposals for a new ERP system, maximizing integrations with existing systems, ensuring compliance with reporting requirements, and developing an integration framework. The desired ERP solution should include core functions such as General Ledger, Accounts Payable/Receivable, Budgeting, Financial Reporting & Analytics. Additionally, it should encompass extended functions like Time Tracking & Scheduling, Payroll/HR Management, Utility Billing, Project Accounting, Grants Management, and Citizen Services.

Period of Performance
The contract period will commence upon selection in April 2026 and is expected to continue through the implementation phase which may last 12-18 months post-award.

Place of Performance
The services will be performed in Danville, Illinois.

Bidder Requirements
Bidders must comply with the City of Danville's Human Relations Ordinance which includes submitting an Employer Certificate of Compliance Report Form (ECCR) for contracts exceeding $20,000. Vendors must also provide proof of insurance meeting specified minimum coverage limits prior to contract execution.
