Background
The Illinois Department of Financial and Professional Regulation (IDFPR) is executing an Invitation for Bid (IFB) for the administration, maintenance, and support of the statutorily required Anti-Predatory Lending Database (APLD). This initiative is part of IDFPR's mission to regulate financial services and protect consumers from predatory lending practices.
The APLD was established under Public Act 94-280, which amended the Residential Real Property Disclosure Act to create a database that tracks residential mortgage loan transactions in designated areas of Cook, Kane, Peoria, and Will Counties.
Work Details
The Vendor will provide a hosted/cloud-based enterprise technology solution for the APLD that includes:
1. Administration, maintenance, and support of the APLD.
2. A secure online solution for brokers, originators, housing counselors, title insurance companies, and closing agents to enter borrower application and closing information.
3. Compliance with all statutory requirements as outlined in the Act and IDFPR’s administrative rules.
4. The APLD must allow tracking of residential mortgage loan transactions initiated by licensed loan originators or mortgage brokers through to closing.
5. The Vendor must ensure a minimum service uptime of 99.97% and provide real-time access 24/7.
6. Development environments for testing and production must be maintained separately.
7. Continuous service availability with at least 95% of normal transactions taking 3 seconds or less.
8. Scalability to accommodate program growth without additional costs to IDFPR.
9. Compliance with ADA standards for accessibility.
10. Integration capabilities with other State IT solutions including multi-factor authentication systems.
Period of Performance
The contract will commence on July 1, 2026, or upon the last dated signature of the Parties, whichever is later, and will end on June 30, 2028. There are options for renewal up to a maximum total term not exceeding ten years.
Place of Performance
Services will primarily be performed in the United States; specific locations have not been disclosed.
Bidder Requirements
The Vendor must comply with all applicable federal and Illinois state privacy and data security laws. They are required to maintain insurance coverage including General Commercial Liability insurance of $1 million per occurrence and Cybersecurity Liability insurance coverage of $10 million per occurrence.
The Vendor must also ensure that all employees undergo background checks as permitted by law.
