Medical Billing Services RFP

Background
The City of Crystal Lake is seeking proposals for Medical Billing Services to support its Fire Rescue Department. The goal of this contract is to select a qualified medical billing firm that can effectively process and collect ambulance billing for emergency medical services provided by the City.

The City has a service area population of approximately 53,000 and operates multiple fire stations with advanced life support ambulances.

Work Details
The selected firm will be responsible for:
- Processing and collecting all Fire Rescue Department ambulance billing.
- Obtaining necessary patient information from hospitals for billing purposes.
- Ensuring compliance with applicable laws including HIPAA, FACTA, and others related to medical service collections.
- Handling patient complaints regarding billing.
- Coordinating past due collections with the City.
- Providing monthly reports on collections initiated, collected amounts, and non-collectables.

The City charges specific rates for services rendered:
- ALS Transport (Resident): $2,475.83;
- BLS Transport (Resident): $2,132.90;
- Non-Transport: $300;
- Mileage: $12.50.

Period of Performance
The initial term of the contract will be one year from the date of award, with potential extensions up to three additional years based on satisfactory performance.

Place of Performance
Services will be performed in Crystal Lake, Illinois.

Bidder Requirements
Bidders must have at least ten years of experience providing similar services to Fire/EMS clients in Illinois with a collection rate exceeding 75%. They must also have access to patient/medical information systems like Image Trend and provide bilingual customer service representatives.
