JPMC Masonry by Region C

Background
The Central Management Services (CMS) is issuing this solicitation to establish Joint Purchase Master Contracts for masonry repair and maintenance services for State agencies across Regions 5, 6, and 7. The goal is to enable governmental units within these regions to procure masonry services on an as-needed basis during the contract period. This solicitation is open to all vendors, allowing them to extend their pricing and specifications to all governmental units.

Work Details
The contractor will provide masonry services including repair and maintenance on an as-needed basis. The vendor must furnish all labor, tools, and equipment necessary for the services. Specific requirements include:

- All materials must conform to applicable Federal and State specifications.
- Vendor must provide written estimates for repairs exceeding $500.
- Work cannot be performed without prior authorization from the designated governmental unit.
- The vendor must ensure that all work areas are kept clean and free of debris.
- Asbestos-related materials must be handled by licensed abatement contractors if encountered.
- Response times for routine work repairs should be within eight hours, while emergency service response should be within two hours.

Period of Performance
The contract will commence on September 1, 2025, or upon execution until August 31, 2030. The maximum total term of the contract shall not exceed ten years.

Place of Performance
Services will be performed in the State of Illinois across Regions 5, 6, and 7.

Bidder Requirements
Bidders must have at least two years of experience in masonry services and possess all required licenses and certifications. They are required to comply with prevailing wage laws applicable to the locality where work is performed. Bidders must also submit a Vendor Disclosure or IPG Active Registered Vendor Disclosure if applicable. Subcontracting is allowed but requires prior written approval from the State.
