Background
The Illinois Department of Innovation and Technology (DoIT), in collaboration with the Chief Procurement Officer for General Services, aims to establish a Joint Purchase Master Contract (JPMC) for website design services. This initiative is intended to assist various State agencies, governmental units, and qualified not-for-profits in redesigning their websites to enhance User Interface (UI) and User Experience (UX).
The goal is to create modern, user-centered designs that improve usability and accessibility for both public users and internal stakeholders.
Work Details
The contract will encompass the following services:
1. **Initiation and Design Phase**: Establish governance, project management approach, roles, responsibilities, and standards for website redesign. Deliverables include a Project Management and Governance Plan, Risk Management Documentation, User Research Findings, Information Architecture Artifacts, and UI Design Packages.
2. **Development Phase**: Support the launch of redesigned websites ensuring technical readiness. Deliverables include Development Plans, Content Migration Guidelines, SEO Guidelines, and User Acceptance Testing Plans.
3. **Ongoing Support Phase**: Provide maintenance and operational support post-launch with deliverables like Monthly Health Reports covering maintenance activities.
4. The vendor will engage with approximately 50 Participating State Entities to identify specific design requirements for around 120 websites hosted on Adobe Experience Manager (AEM).
Period of Performance
The contract will have an initial term of ten (10) years starting from the last dated signature of the parties involved.
Place of Performance
The services will be performed within the continental United States; specific locations may vary based on the needs of Participating Entities.
