JPMC CHANGE ORDER NOTICE Procurement Acquisition Support Services

Background
The Department of Innovation and Technology (DoIT) is issuing a public notice regarding the extension of the contract term for the JPMC Procurement Acquisition Support Services contract with Gartner, Inc. The initial contract was valued at $3,000,000 and was set to run from June 6, 2023, to June 5, 2024. The purpose of this contract is to provide IT procurement acquisition services which include market research, procurement strategy recommendations, acquisition document development, and expert assistance in proposal evaluations.

Work Details
The services provided under this contract include:
- Market research and recommending procurement strategies.
- Development of acquisition documents including cost/price estimates, quality assurance plans, service level management plans, statements of work, synopses, solicitations, and price negotiation advice.
- Expert assistance in supporting proposal evaluations which includes price/cost analysis and technical proposal analysis.

The contract is being extended to allow for the completion of ongoing projects with Gartner due to the complexity and institutional knowledge required. There are currently 14 ongoing projects with only 2 expected to be completed by May 31, 2025.

Period of Performance
The revised period of performance extends until October 31, 2025.

Place of Performance
The services will be performed in Illinois as part of the state’s procurement processes.

Bidder Requirements
The agency has published an agency-specific Small Business Set-Aside Solicitation for these services but received no proposals in the initial attempt. Future procurements involving this vendor will proceed through either the Small Business Set-Aside solicitation or another approved solicitation method.
