Request for Proposals-Radon Mitigation

Background
The City of Rock Island is seeking bids from contractors for a one-year contract to conduct short-term radon testing and install radon mitigation systems for approximately 35 households per year. The project will be funded by the U.S. Department of Housing and Urban Development (HUD) to address radon levels above 4 pCi/L, in compliance with HUD 35.930, EPA regulations, and Illinois Department of Public Health (IDPH) requirements.

Work Details
Contractors are required to submit a project plan that complies with HUD, EPA, and Illinois regulations, as well as local building and zoning codes. The plan should include a clear project timeline, budget with line item costs, and identification of subcontractors if needed.
Short-term radon tests may last between 2 and 90 days using various detectors such as activated charcoal canisters, liquid scintillation vials, electret chambers, and continuous radon monitors.
Mitigation systems must adhere to specific requirements including effective radon reduction, unobtrusive and permanent installation, quiet and energy-efficient operation, and compliance with IEMA-Division of Nuclear Safety standards.

Period of Performance
The contract is for one year with bids due by April 30th at 2pm. Sealed bids will be opened on the same day at City Hall in the CED Department offices.

Place of Performance
The work will be performed in Rock Island, IL. The primary contact person for the project is Jeff Laxton at the CED Department.
