Insurance Review, Tracking and Management RFP

Background
The State of Illinois, through the Commission on Equity and Inclusion, is seeking proposals for a Third-Party Insurance Certificate Review as part of its Business Enterprise Program (BEP). This program aims to promote the utilization of businesses owned by minorities, women, and persons with disabilities. The goal of this contract is to ensure compliance with BEP and Veterans Business Program (VBP) participation goals, thereby enhancing equity in state contracting.

Work Details
The contractor will be responsible for reviewing and tracking insurance certificates from vendors to ensure compliance with state requirements. This includes:
1. Conducting thorough reviews of insurance certificates submitted by vendors.
2. Maintaining accurate records of all certificates reviewed.
3. Providing feedback to vendors regarding any deficiencies in their submissions.
4. Ensuring that all insurance requirements are met as per state regulations.
5. Reporting on compliance status and any issues encountered during the review process.

Period of Performance
The contract will be performed over a period of 12 months from the date of award, with potential extensions based on performance and funding availability.

Place of Performance
The services will be performed primarily at the contractor's location, with possible onsite visits to vendor locations within the State of Illinois as needed.

Bidder Requirements
Bidders must be certified under the BEP or VBP programs and demonstrate good faith efforts to meet participation goals set forth in the solicitation. All subcontractors utilized must also be certified in accordance with BEP/VBP guidelines. Bidders are required to submit a Utilization Plan (U-Plan) detailing their commitment to utilizing certified vendors.
