Background
The Illinois Secretary of State (ILSOS) is one of the largest Secretary of State offices in the nation, delivering over 100 vital services to residents and businesses, including driver, vehicle, and business services. The agency is seeking proposals for a comprehensive turnkey solution for a Drivers and Vehicles Modernization (DMV) solution as part of a larger digital transformation initiative aimed at improving services provided to Illinois residents. This procurement aims to replace the existing mainframe DMV system with commercially available off-the-shelf (COTS) software that meets all mandatory requirements for full operational use within ILSOS.
Work Details
The selected Offeror will provide a comprehensive DMV solution that includes:
1. Full installation services of the DMV software on ILSOS on-premises servers or in a cloud environment, or as a hybrid solution.
2. Migration of data from the existing mainframe system to the new solution.
3. Customization of the DMV software to meet ILSOS-specific requirements as outlined in the RFP.
4. Support for both central issuance and over-the-counter issuance of driver’s licenses and State IDs at various facilities.
5. A phased implementation plan that prioritizes critical needs and includes detailed project management documentation covering objectives, deliverables, timelines, resource management processes, risk management processes, and quality assurance plans.
6. Comprehensive testing phases including Factory Acceptance Testing (FAT), System Acceptance Testing (SAT), and User Acceptance Testing (UAT).
7. Development of user manuals and training materials for ILSOS staff along with on-site training sessions.
8. Ongoing maintenance and support services post-implementation including 24/7 help desk support.
Period of Performance
The contract will have an initial term of 36 months upon execution, with an option for up to 7 one-year renewals, not exceeding a total term of 10 years.

Services will primarily be performed within the state of Illinois at various ILSOS facilities.
