Description

Illinois Department of Transportation, OP&P is seeking a consultant to support updating resources for the Illinois Public Port Districts and Illinois Waterway stakeholders.
Background
The Illinois Department of Transportation (IDOT), specifically the Office of Planning and Programming (OP&P), is seeking a consultant to support the updating of resources for the Illinois Public Port Districts and stakeholders of the Illinois Waterway.

The goal of this contract is to enhance the Illinois Marine Transportation System (IMTS) by providing updated databases, directories, and reports that facilitate better coordination and collaboration among stakeholders.

Work Details
The consultant will deliver three primary products:
1) An updated or newly created IMTS Database that includes barge, truck, rail, and terminal rates, which may encompass unloading/loading fees and special handling charges.
2) An updated Illinois Public Port District and Water Terminal Directory with a system for updating contact information to improve stakeholder visibility.
3) An updated IMTS report detailing public port needs, lock and dam improvement statuses, IDOT initiatives, and funding statuses.

The vendor will also conduct four project status meetings with IDOT and stakeholders throughout the project lifecycle. Key activities include collecting existing data on port stakeholders, conducting surveys/interviews for additional data collection, developing maps using ArcGIS formats, creating a Stakeholder Engagement Plan, and providing digital/printed maps displaying relevant port information.

Period of Performance
The contract will commence upon execution and will last for an initial term of 36 months. The total term shall not exceed ten years including any extensions.

Place of Performance
The work will be performed in Illinois, specifically focusing on the Illinois Public Port Districts and associated waterways.
