Background

Work Details
The IHDA requires a minimum of 55,000 square feet and up to 75,000 square feet of rentable area, which must include suites, offices, and ADA-compliant restrooms. The space must be located within specified boundaries in Cook County, Chicago, and should be on the same floor or adjacent floors.

The proposed lease will have an initial term of ten years with no renewal options. The property must allow for general office use and public access. Building security measures must include secured elevator access to prevent unauthorized entry to state floors. Respondents are encouraged to provide detailed proposals that may include variations in layout and amenities such as conference rooms, parking availability, and security practices.

Period of Performance
The lease is expected to commence approximately on October 1, 2026, with a maximum term of ten years.

Place of Performance
The leased property must be located within the following boundaries in Cook County, Chicago: North - Grand Avenue; South - Adams Street; East - DuSable Lake Shore Drive (south of Chicago River) and Columbus Drive (north of Chicago River); West - LaSalle Street (south of Chicago River) and State Street (north of Chicago River).

Bidder Requirements
Respondents must demonstrate site control over the proposed location through acceptable documentation such as a deed or binding purchase agreement. They must also complete either the Vendor Disclosure Form or the IPG Active Registered Vendor Disclosure form depending on their registration status with the Illinois Procurement Gateway.

Additionally, respondents should confirm their ability to provide union labor for any build-outs required for the leased space.
