IDOT - Printing of 2026 Supplemental Specifications

Background
The Illinois Department of Transportation (IDOT) is responsible for the planning, construction, and maintenance of the state's transportation infrastructure. This contract aims to secure a vendor for the printing of the 'Supplemental Specifications and Recurring Special Provisions, Adopted January 1, 2026,' which will be utilized in road and bridge construction projects across Illinois. The specifications are essential for designers, inspectors, contract administrators, and external partners such as counties and municipalities.

Work Details
The vendor is required to provide printing services for the book titled 'Supplemental Specifications and Recurring Special Provisions, Adopted January 1, 2026.' Specific requirements include:

- Size: 5-3/4" x 8-7/8"
- Quantity: 16,000 copies
- Page count: Approximately 227 pages
- Ink specifications: Black for body text; cover to be foil stamped with orange lettering
- Paper stock: Body to be 50# white #2 recycled offset; cover to be Lexotone 17, Kidskin Grain in color (41792 Pewter Grey) with orange foil stamping (KURZ LUXOR 404)
- Binding: Perfect binding with wrap-around pasted cover and two rounded corners
- Delivery of printed books by October 15, 2025, with a requirement for a proof copy before final printing. Books must be packaged in boxes labeled with title, quantity per box, and printing date.

Period of Performance
The contract will commence upon execution and will have an initial term of 12 months. The total maximum term shall not exceed ten years.

Place of Performance
All services shall be performed in the United States. Specifically, books are to be delivered to the Illinois Department of Transportation Warehouse located at 2300 South Dirksen Parkway, Springfield, IL 62764.

Bidder Requirements
Subcontractors are not allowed under this contract. Vendors must certify compliance with various Illinois certifications related to eligibility for contract awards and must maintain insurance coverage including General Commercial Liability insurance ($1 million per occurrence), Auto Liability ($1 million per occurrence), and Workers' Compensation as required by law.
