IDOC - Rebid Statewide Tree Trimming and Removal Services

Background
The Illinois Department of Corrections (IDOC) is seeking to procure Statewide Tree Trimming and Removal Services as part of its mission to maintain safety and aesthetics within its facilities. This procurement is specifically designated for vendors registered under the Small Business Set Aside Program, emphasizing the state's commitment to supporting small businesses.

Work Details
The contractor will provide comprehensive tree trimming and removal services, including:

1. **Emergency Tree Removal Services**: Responding to emergency calls within two hours.

2. **Non-Emergency Tree Trimming and Removal Services**: Responding within 24 hours for scheduled work.

3. **Tree and Shrub Removal**: Identifying and removing dead trees and shrubs, trimming trees, clearing views for security, and removing fallen branches.

4. **Stump Grinding Services**: Grinding stumps to a minimum of six inches below ground level, cleaning the area, and ensuring proper backfilling with clean fill material.

5. **Work Standards**: All work must comply with applicable laws and regulations, ensuring safety for IDOC staff and individuals in custody. The contractor must have qualified personnel on-site at all times during work.

Period of Performance
The contract will commence on November 20, 2026, and run through November 18, 2029.

Place of Performance
Services will be performed across various facilities operated by the Illinois Department of Corrections located throughout the State of Illinois.

Bidder Requirements
Bidders must be registered in the Illinois Small Business Set-Aside Program at the time bids are due. They must also comply with all licensing requirements for tree trimming services in Illinois, maintain appropriate insurance coverage, and ensure that all employees are trained and qualified for the tasks assigned.
