IDOC Electronic and GPS Monitoring Services - Rebid

Background
The Illinois Department of Corrections (IDOC) is seeking a qualified vendor to provide Electronic and GPS Monitoring services as part of its electronic monitoring programs.
The goal is to enhance the monitoring capabilities for individuals under supervision, ensuring compliance with location restrictions and facilitating rehabilitation efforts.
The agency aims to implement a reliable solution that includes various categories of monitoring equipment and associated services.

Work Details
The vendor will be responsible for operating and managing electronic monitoring programs, which include providing multiple categories of monitoring equipment such as Radio Frequency Monitoring (RFM) and Global Positioning System (GPS) Monitoring.
Services include:
- Continuous monitoring systems with geo-fencing capabilities.
- Reporting of time-stamped location points, travel speed, and unauthorized absences.
- A staffed Monitoring Center that tracks and reports user data to IDOC and the Parole Communications and Control Center (PCCC).
- Provision of all necessary training, equipment installation, retrieval, maintenance, software, and monitoring services.
- Equipment must be new, FCC certified, hypoallergenic, water-resistant, durable, and capable of biometric identification.
- Systems must provide backup location methods in case GPS signals are disrupted.
- Vendor must ensure accountability for any faulty equipment with prompt repair or replacement within 48 hours at no additional cost to IDOC.
- The vendor will also need to comply with security protocols for sensitive data collection and storage.

Period of Performance
The contract will have an initial term of ten (10) years starting from the last signature date.

Place of Performance
The services will be provided across all counties in Illinois.
