IConnect Lab Web Portal Annual Subscription FY25 Sole Source

Background
The Illinois Department of Public Health, specifically the Division of Laboratories, is issuing a notice of intent to award a sole source contract to iConnect Consulting for the Lab Web Portal (LWP) subscription.

The LWP provides a secure cloud-based platform for Electronic Test Orders and Results (ETOR) exchange between healthcare providers and public health labs. This initiative is part of a broader effort by the Association of Public Health Laboratories (APHL) and the Centers for Disease Control and Prevention (CDC) to enhance public health laboratory capabilities through technology solutions.

Work Details
The contract includes a one-year subscription to the Lab Web Portal (LWP), which encompasses 100 hours of customization support aimed at finalizing test request development, including newborn screening.

The LWP is recognized as a sole source product developed exclusively by iConnect Consulting, identified as the only commercially available ETOR web portal designed specifically for public health laboratories. The product was selected following an extensive evaluation process conducted by CDC and public health laboratory informaticians, confirming its unique suitability for public health needs.

Period of Performance
The contract will be performed over a one-year period, starting from the date of award.

Place of Performance
The services will be performed remotely via the cloud-based platform, accessible to healthcare providers and public health laboratories across Illinois.
