I-25-4766 Elgin O'Hare Western Access (I-490) Roadway Construction IPR to Devon Ave MP 3.3 to MP 4.3

Background
The Illinois State Toll Highway Authority (ISTHA) is issuing this contract for the construction of a segment of the Elgin O'Hare Western Access (I-490) roadway. The goal of this contract is to enhance transportation infrastructure in DuPage County, Illinois, specifically between Mile Post 3.3 and Mile Post 4.3. This project aims to improve traffic flow and safety in the area.

Work Details
The work under this contract includes:
- Earthwork
- Mainline and ramp pavement construction
- Performance-based retaining wall construction
- Bridge slope wall construction
- Transition slab and moment slab construction
- Storm sewer and drainage structure installation
- Erosion and sediment control measures
- Landscaping
- Lighting installation
- Intelligent Transportation Services (ITS) construction
- Overhead sign truss installation
- Other miscellaneous work.

Period of Performance
The contract work is scheduled to commence on or about December 22, 2025, and must be completed by September 24, 2027.

Place of Performance
The services will be performed along the Elgin O'Hare Western Access (I-490) between Mile Post 3.3 and Mile Post 4.3 in DuPage County, Illinois.

Bidder Requirements
Bidders must be pre-qualified by the Illinois Department of Transportation (IDOT). Joint ventures are limited to three IDOT pre-qualified members. Bidders are required to be registered with the Illinois Department of Human Rights (IDHR). Additionally, bidders must submit a Bid Guaranty of 5% of the total bid amount in an acceptable form.
