Background
The Illinois Housing Development Authority (IHDA) is seeking a vendor to build, operate, and provide ongoing service for a new Housing Locator Website. This initiative aims to replace the current housing locator website (www.ILHousingSearch.org) and enhance the waitlist management system that supports multiple State agency unit listings and resident placements. The goal is to have all elements operational by August 2028.
Work Details
The vendor will be responsible for:
1. Designing, hosting, and operating a housing search website available 24/7 with live unit listings supported by updated occupancy data.
2. Implementing a password-protected waiting list system with dashboard capabilities for multiple user types.
3. Establishing a customer support call center available during business hours in multiple languages, including Spanish.
4. Developing marketing materials in various languages and providing training to users.
5. Delivering routine and special-request data reports from the website and waiting list system, ensuring integration with the City of Chicago’s housing locator process to eliminate duplicate listings.
The website must comply with privacy and accessibility laws, operate free of charge for users, and include features such as search functions based on accessibility needs, account creation options for different user types, and automated notifications.
Period of Performance
The contract will commence upon the last dated signature of the parties and end on July 31, 2028, with an option for renewal for up to ten years total.
