Heatlh Choice Illinois (HCI)

Background
The State of Illinois, through the Commission on Equity and Inclusion, is seeking to establish contracts for the HealthChoice Illinois (HCI) Medicaid Managed Care program. The goal of this contract is to provide Medicaid benefits and care coordination to enrollees, ensuring equitable access to healthcare services for all participants.

Work Details
The contractor will be responsible for providing comprehensive Medicaid benefits and care coordination services under the HealthChoice Illinois program. This includes but is not limited to managing healthcare services for enrollees, coordinating with healthcare providers, ensuring compliance with state regulations, and reporting on service delivery outcomes.

The contractor must utilize certified vendors from the Business Enterprise Program (BEP) and Veterans Business Program (VBP) to meet participation goals as outlined in the solicitation. Specific tasks include developing a Utilization Plan (U-Plan) that details how BEP/VBP certified vendors will be engaged in fulfilling contract obligations.

Period of Performance
The contract period will commence upon award and is expected to last for a specified duration as outlined in the final agreement, including any potential extensions or modifications.

Place of Performance
Services will be performed throughout the State of Illinois, with specific locations determined based on enrollee needs and service delivery requirements.

Bidder Requirements
Bidders must demonstrate compliance with BEP and VBP participation goals as mandated by the State of Illinois. This includes submitting a completed U-Plan that outlines commitments to utilize certified vendors. Bidders must also provide evidence of Good Faith Efforts if they are unable to meet the specified goals. All subcontractors must be certified at the time of bid submission.
